The city of Liberty Lake reviews all land use and construction permit applications for zoning and building code compliance. The city also investigates complaints submitted by the public via a code violation investigation request form.

Members of the public typically becomes aware of code requirements when they feel something is negatively affecting their home, neighborhood, or business and they seek to change it.

If a violation has occurred, the city's Planning and Building Services will try to resolve it first through education, voluntary compliance, and/or negotiation. If this proves ineffective, the city may begin formal enforcement proceedings by issuing a notice of violation. If the noncompliance continues, misdemeanor violations, class one civil infractions, property liens, fines, or other appropriate courses of action may be taken to remedy the situation.

Non-emergency complaints must be submitted in writing via a code violation investigation request form or through our request tracker. For emergency situations involving activities that must be stopped immediately to prevent irreparable harm, please contact City Hall at 509-755-6700 during business hours, or contact the Liberty Lake Police Department at 509-218-4899.

The city investigates every written complaint received, usually within three weeks. The person filing the complaint will be notified of the result of the investigation and any enforcement action to be taken to achieve code compliance.

Illegal vehicle parking or oversized vehicles in residential areas
Noise complaints that are not construction related

It is the responsibility of the abutting property owner to keep the adjacent right-of-way areas free of anything that obstructs or interferes with the normal flow of pedestrian or vehicular traffic, unless specifically authorized by ordinance to do otherwise. This responsibility includes, but is not limited to, removal of earth, rock, and other debris, as well as projecting or overhanging bushes and limbs that may obstruct or render unsafe the passage of persons or vehicles, and sidewalk snow removal. The city of Liberty Lake maintains portions of the trail system along Country Vista Drive, Molter Road, and Harvard Road. No. Commercial off-premises signs are not permitted inside the incorporated city limits of Liberty Lake. This includes the type of temporary sign pictured in the example shown here. If they are found in the public right-of way, they will be removed by city staff.

No. The Liberty Lake Development Code governs all land use within the city limits of Liberty Lake. All uses not specifically authorized by the Development Code are considered prohibited. Non-owner-occupied, short-term vacation rentals are not a permitted use within the development code. This includes Airbnb, VRBO, and any other similar business model. Furthermore, the state of Washington requires that this type of business be licensed with the Department of Revenue, which would require an endorsement from the City of Liberty Lake. Because this is not an allowed land use, the City would not grant this type of endorsement.
