NOTICE OF RATE SCHEDULE FOR SOLID WASTE COLLECTION SERVICES

Pursuant to RCW 35A.21.157, the City of Liberty Lake hereby provides notice of new solid waste collection and disposal rates that will take effect October 1, 2025. Rate adjustments are based on The Washington State Legislature passed House Bill 2081, increasing the Business and Occupation (B&O) tax rate from 1.75% to 2.10% assessed on businesses operating in the State of Washington effective October 1, 2025. This results in an increased tax of 0.35%.

Pursuant to the partnership service agreement between WM and the City of Liberty Lake, Section:

7.0 Taxes, Fees, and Other Charges. In addition to the Rates identified in Exhibit B, WMW shall charge its residential and business customers within the Service Area any taxes, fees, and charges identified in Exhibit B and any other taxes, fees, and charges as may hereinafter be levied by any governmental entity against the Collection Services in the Service Area.

8.4. Adjustment for Changes to Taxes, Fees, and Other Charges. If any of these taxes, fees, or charges under this Section 7 are increased or decreased, WMW shall adjust the amounts charged to its residential and business customers consistent with the increases or decreases. If the City increases or decreases any taxes, fees, or charges on WMW's Collection Services within the Service Area, the City shall notify WMW of such change to the taxes, fees, or other charges within 90 days of the effective date.

In guidance from our contract, WM will sustain the B&O tax increase through a rate increase. This will commence concurrently with the effective date of the House Bill, October 1, 2025.
