Code Enforcement

The City of Liberty Lake is a "great place to live, work, and play." The trail system, golf courses, parks, natural beauty within and surrounding the City, high standards of city services, and sensible growth planning, all contribute to the City of Liberty Lake's quality of life.

Establishing and enforcing:

  • Zoning codes
  • Building codes
  • and Municipal codes

allow the City to maintain the high quality of life that is enjoyed by residents, businesses, and visitors.

Minimum standards set forth in the codes strive to balance the rights of the individual with the needs and rights of other citizens.

When does code enforcement affect you?

The public typically becomes aware of code requirements when they feel something is negatively affecting their home, neighborhood, or business and they seek to change it.

How does the City of Liberty Lake enforce its Zoning, Building, and Municipal Codes?

  • The City of Liberty Lake reviews all land use and construction permit applications for zoning and building code compliance and watches over the City area for noticeable violations.
  • The City also investigates complaints submitted by the public via a code violation investigation request form.


What happens when a code violation occurs?

  • If a violation has occurred, the City Planning & Community Development Department will try to resolve it first through education, voluntary compliance, and/or negotiation.
  • If this proves ineffective, the City may begin formal enforcement proceedings by issuing a Notice of Violation. If the noncompliance continues, misdemeanor violations, Class I Civil Infractions, property liens, fines, or other appropriate courses of action may be taken to remedy the situation.

The most common complaints are:

  • Illegal signs
  • Illegal parking
  • Noise
  • Property maintenance
  • Certain complaints, such as illegal parking are investigated by the Liberty Lake Police Department.

How do I report a potential code violation?

Non-emergency complaints must be submitted in writing via a Code Violation Investigation Request Form to:

In emergency situations involving activities which must be stopped immediately to prevent irreparable harm, please contact City Hall at (509) 755-6700 (between 8:00am and 5:00pm, Monday through Friday) or contact the Liberty Lake Police Department at 218-4899.

What happens after a complaint is filed?

The City investigates every written complaint received, usually within 1 - 2 weeks. The person filing the complaint will be notified of the result of the investigation and any enforcement action to be taken to achieve code compliance.
